Market Consultation for Klaipėda CO₂ terminal

AB KN Energies, as part of the CCS Baltic Consortium which includes Akmenės cementas AB, Larvik Shipping AS, Mitsui O.S.K. Lines, Ltd., and SCHWENK Latvija SIA, announces the initiation of a market consultation to assess the interest and potential demand for the planned Klaipėda CO₂ terminal.

The terminal will form a key part of a broader cross-border carbon dioxide (CO₂) transport and storage value chain being developed across the Baltic States. The project (hereinafter – the Project) aims to establish the first CO₂ capture, transport, and storage (CCS) value chain in the Baltic region, contributing significantly to the EU’s 2050 climate neutrality targets and addressing the lack of existing infrastructure in Lithuania and Latvia. The Project has been awarded Project of Common Interest (PCI) status by the European Commission, recognising its strategic cross-border significance. The CCS Baltic Consortium has been awarded project funding under the Connecting Europe Facility (CEF) Energy program in the beginning of 2025. The European Commission will contribute more than EUR 3 million for the CO2 terminal technical and commercial studies. The targeted commercial operation date (COD) for the Klaipėda CO2 terminal is 2030, with a Final Investment Decision (FID) planned for 2027. The project is currently in the pre-FEED phase, with FEED studies expected to commence in the first quarter of 2026. This phase will build on insights gained during the earlier studies to further refine the technical design specification of the planned infrastructure.

Objectives of the Market Consultation
The purpose of this consultation is to:

• Assess the interest of industrial CO2 emitters and other market participants in using the planned infrastructure;
• Understand potential users’ volumetric needs, operational patterns, and timeframes;
• Support the design of the CO₂ terminal in Klaipėda, including buffer storage, marine and land-based loading/unloading systems;
• Identify potential partnerships and synergies across the CO2 value chain;
• Evaluate preliminary interest in long-term agreements.

 
The Klaipėda liquid CO₂ terminal will be designed to:

• Serve as a multimodal import/export hub with initial design capacity of up to 2.8 million tonnes of CO₂ per annum (Mtpa);
• Include buffer storage and flexible reception systems for liquid and/or dense CO₂ delivered by pipeline and/or by rail tank wagons and semi-trailers;
• Feature marine vessel interfaces for international shipments to offshore permanent storage sites.

Scope of the Consultation
This is a non-binding consultation, primarily targeting industrial CO₂ emitters in sectors such as cement, chemicals, and energy. Input collected will be used exclusively for infrastructure planning and optimization.
 
Timeline

• Start of the Market Consultation: June 4^th , 2025
• End of the Consultation Period: June 17^th, 2025
• Based on this consultation and future interest, the Consortium intends to carry out a non-binding and subsequently binding Open Season for Klaipeda CO2 terminal capacity during 2026–2029.

Participants are invited to submit their completed questionnaire by June 17th, 2025. All feedback will be treated as confidential and only reported in aggregated form unless otherwise agreed.
