How to become a user of the Klaipėda LNG terminal?

The Klaipėda LNG terminal’s capacities are available to all users who meet the established requirements and comply with transparent procedures. How to Become a User

Free Capacities available at the start date of the annual Terminal Capacities Allocation procedure are allocated during the annual Terminal Capacities Allocation Procedure for a time period, regasification LNG quantity requested by the Applicant. Not later than on the 1 st of October of each year the Operator, while performing the annual Terminal Capacity Allocation Procedure, publishes an Annual Terminal capacity allocation procedure on its internet website.

Terminal capacities can also be allocated after the annual capacity allocation procedure. Available spot cargoes delivery windows and LNG regasification schedules are available here. The amount of allocated capacity is determined by the Operator and is announced in advance.

In 2023, the Operator of Klaipėda LNG Terminal has allocated long-term capacity until 2032 (a total of 24 TWh or about 54% of the Terminal’s maximum technical capacity each year for a period of 10 years).

Requirements to Terminal Users


Applicants seeking to obtain terminal capacities shall meet the following requirements:

  • Hold a natural gas supply license if it is mandatory for performing the activity for which respective Terminal capacities are being obtained;
  • Have the LNG supply sources, justified by letters of intent, written confirmations of contractors and (or) equivalent evidence of LNG sales to the applicant, the total amount of which is not less than the requested capacity amount;
  • Have sufficient financial ability and/or planned funding sources to cover the chain of LNG and/or natural gas supply, including use of the Terminal capacities;
  • Successfully completed the Operator’s Interest Party Due Diligence procedure of interested parties of legal entities and evaluation of transactions of interested parties;
  • Meet other Terminal user requirements set under the legal acts, if such are stipulated as well as follow recognized standards of business ethics.

Submission of the Terminal Capacity Allocation Requests

The applicant shall provide the operator with the following documents along with the request:

  • Copies of legal entity’s registration certificate and articles of association (or other founding documents);
  • Copy of the natural gas supply license if it is mandatory for performance of the activity for which respective Terminal capacities are being obtained;
  • Copies of letters of intent certified by applicant, written confirmations of contractors and (or) equivalent evidence of LNG delivery to the Terminal, signed by the applicant and selected LNG sellers;
  • Written confirmation, signed by an authorized person of the Applicant, of the compliance of the origin of the LNG cargoes to be delivered with the requirements set out in the legislation, including the requirement to supply LNG only from countries and/or supply companies that do not pose a threat to the national security of the Republic of Lithuania;
  • Original of the Bank Guarantee to Secure the Validity of the Proposal (Annex No. 8 to the Regulations) and issued for an amount of not less than calculated according to a respective formula on the List of Terminal Service Prices and Formulas. This requirement is not applied to a Designated Supplier in the scope of Terminal Capacities which are assigned for Terminal’s obligatory quantity supply in pursuance of statutory duty established by the Law on Liquefied Natural Gas Terminal of the Republic of Lithuania.
  • Request for Preliminary Services Schedule (Annex No. 5 to the Regulations) (provided during the annual Terminal Capacity Allocation Procedure) specifying the requested Services provision dates, which later to be clarified in Service Schedules, exact annual and monthly amounts of LNG planned for LNG Regasification and/ or LNG Reload, and planned number of Cargoes or Monthly Schedules (Annex No. 11 to the Regulations) (provided during allocation of Terminal capacities after the annual Terminal Capacities Allocation Procedure) indicating exact amounts of LNG planned for LNG Regasification and/ or LNG Reload during the month;
  • A copy of consolidated financial statements of the applicant or its parent company (if any) for the past 3 years or the period since registration of the applicant or its parent company (if the enterprise or its supervising company has been undertaking activities for less than 3 financial years).
  • Terminal capacity allocation requests together with the aforementioned documents must be submitted to AB “Klaipėdos nafta” in writing, by registered post mail or courier to the following address: Buriu str. 19, P.O. box 81, LT-91003, Klaipėda, Lithuania (by registered mail or courier), by fax No.: +370 46 313142, or by e-mail [email protected]. In any case applicant must provide the original copy of the Bank Guarantee to Secure the Validity of the Proposal. Requests, which were not received in time or sent to the wrong address, as well as requests not meeting the requirements of the invitation and the Regulations in case of failure to remove inconsistencies (if they can be removed) shall be rejected.

Contracting

  • Applicants whose Requests have been satisfied shall sign the Inter-Use Terminal Contract, Terminal User’s Contract and Special Provisions based on forms provided by the Operator within 4 (four) calendar days from their submission;
  • After the annual capacity allocation procedure, contracts have to be signed until the specific date specified in the Operator’s Invitation;
  • Contract drafts are provided along with the Operator’s decision regarding the Terminal Capacity allocation to Terminal Users.
  • The Applicant has the right to refuse to sign the contract only in case he was not allocated all of the Terminal Capacities specified in his Request in accordance with the procedure set forth under the Regulations.
  • Inter-Use Terminal Contract conditions and general conditions of a Terminal User’s Contract are prepared, approved, and amended according to the procedure set forth in clause 269 of the Regulations.
  • If a Terminal User who is allocated with Terminal Capacities according to the procedure set forth under the Regulations already holds a valid contract with the Operator, the Operator draws up only the Special Provisions to Terminal User’s Contract and submits it to the. Applicant to be signed not later than 4 (four) calendar days from the decision regarding allocation of such Terminal Capacities to such Terminal User.
  • Terminal User’s Contract concluded between the parties is valid for indefinitely period.

  • The Operator constantly updates and publishes possible spot cargoes delivery windows with LNG regasification capacities here.
  • Users who intends to deliver Spot cargo not less than the Conventional LNG Cargo shall submit the Request no earlier than 90 c.d., but not later than 60 c.d. prior the start date of Arrival period.
  • Users who intends to deliver Spot cargo less than the Conventional LNG Cargo shall submit the Request no earlier than 60 c.d., but not later than 35 c.d. prior the start date of Arrival period.
  • Users who intends to book LNG reloading capacities shall submit the Request no earlier than 25 c.d. prior the start date of Arrival period.
  • Decision on capacity allocation is made no later than 3 business days from the request submission.

Terminal Regulations

Regulations of Use of the Liquefied Natural Gas Terminal (hereby – the Regulations) is the main document describing the operational activity of the LNG terminal. The Regulations were approved by Order No. BV-59 of the Chief Executive Officer of AB KN Energies on 11 August 2025, approved by Resolution No. O3E-1179 of the National Energy Regulatory Council on 19 August 2025, and entered into force on 20 August 2025.

Information about Klaipėda LNG Terminal maintenance, planned operational restriction and other Inside information as per REMIT regulation are published on the GIE REMIT IIP (Inside Information Platform). KN Energies publishes the aforementioned information using Urgent Market Messages (UMM) on the GIE operated IIP.

Regasified quantities

The Terminal operator publishes daily LNG quantity at the Terminal and transferred natural gas quantities on the GIE platform. Amber Grid, the Lithuanian gas transmission system operator, publishes each Gas Days transferred natural gas quantities through Klaipėda GMS from Klaipėda LNG Terminal on ENTSOG transparency platform.

  • LNG regasification, which consists of a single integrated service: LNG loading from an LNG carrier to the Terminal, physical and virtual temporary storage of the cargo in the Terminal and LNG regasification.
  • LNG reloading, which consists of cargo unloading from the Terminal into an LNG carrier.

Klaipėda LNG terminal services tariffs

LNG regasification service price is set by the Operator and approved by the National Energy Regulatory Council (hereinafter, NERC) on a yearly basis and LNG reloading service price ­is set and approved on a yearly basis.

The following prices are applied for the Terminal’s services:

2025 m.  tariffs

  • LNG regasification – 1,84 Eur/MWh without VAT
  • LNG reloading: Small scale LNG cargo, up to 15.000 m3 – 0,82 Eur/MWh without VAT
  • LNG reloading: Medium scale LNG cargo, from 15.000 m3 to 50.000 m3 inclusive – 0,64 Eur/MWh without VAT
  • LNG reloading: Large scale LNG cargo, from 50.000 m3 – 0,46 Eur/MWh without VAT
  • Biomethane liquefaction – 1,50 Eur/MWh without VAT

  • LNG reloading: Large scale LNG cargo, from 50.000 m3 – 0,45 Eur/MWh without VAT

LNG regasification service price set for 2026 was approved by the NERC’s resolution No.  O3E-831 on 3rd June 2025.

Biomethane liquefaction service which consists of conversion of biomethane Proof of Sustainability certificate into Bio-LNG Proof of Sustainability in accordance with the applicable certification requirements, following the mass balance principle.

Prices for services provided by AB Amber Grid

The prices applied for the transmission system operator‘s AB Amber Grid services:

  • Entry point A (2025)

AB Amber Grid applies a transmission fee at the natural gas Entry point A: 142,77 Eur/MWh/day/year (ex. VAT) price set for 2025 was approved by the NERC‘s resolution No. O3E-790 on 31st May 2024.

  • Domestic Exit point D (2025)

According to the above mentioned NERC‘s resolutions, a three-component transmission fee* is applied to the users of the natural gas transmission system for transporting natural gas through the Domestic Exit Point D. Additionally, the natural gas Supply Security Charge also set by the NERC is applied.Starting from 1 January 2025, the Supply Security Charge was set to 25,55 Eur/MWh/day/year (ex. VAT) by the NERC resolution No. O3E-1469 on 27th November 2024.

Allocation of terminal capacities to customers

To use the Klaipėda LNG terminal, you can reserve terminal capacities in one of two ways: through the annual allocation procedure or via the spot market.

Clients seeking partners for the delivery of a standard LNG cargo to the Klaipėda LNG terminal may contact the Terminal Operator, who will share information about other clients also looking for cargo-sharing partners, if such information is available to the Operator.

  • During the annual Terminal Capacity Allocation Procedure, the available free capacities are allocated for the period and regasification volume requested by applicants.
    An official call to submit applications and reserve LNG terminal capacities for the upcoming year or a longer period is published annually no later than 1 October on the KN Energies website.
  • Companies have 10 calendar days to submit applications for the desired capacities, indicating planned volumes and periods.
  • Within 5 working days, the submitted applications are evaluated against established criteria — decisions are made transparently and objectively.
  • Contracts clearly defining the conditions for using the Klaipėda LNG terminal are signed with the approved companies by the end of the year.

Calculations of technical regasification capacities

  • Limits of LNG regasification modes, considering capacities of LNG Terminal, are from 57,089 nm3/h to 428,398 nm3/h;
  • Maximum technical capacity of LNG regasification is 3.752.766.480 nm3 per year (calculated when the Terminal is operating 24 hours a day, 7 days a week, excluding circumstances limiting the Terminal‘s operation).
  • LNG Regasification Capacities cannot be higher than the maximum natural gas transmission capacities established by the Transmission System Operator at the point connecting the Terminal to the Transmission System.
    • Until 2015 October – 165,771 nm3/h;
    • Since 2015 October (after construction of the Klaipėda – Kuršėnai gas pipeline) – 428,398 nm3/h;

Calculation of reload technical capacities

Maximal LNG reloading rate when LNG regasification is performed during LNG reloading is 5,000 m3 LNG/ h via all flexible LNG unloading hoses.

Maximal LNG reloading rate when LNG regasification is not performed during LNG reloading is 9,000 m3 LNG/ h via all flexible LNG unloading hoses.

Technical capacities are restricted during maintenance based on maintenance schedule.

Requirements for terminal users

Terminalo pajėgumais gali naudotis Pareiškėjai, atitinkantys žemiau pateiktus reikalavimus:

  • Turėti gamtinių dujų tiekimo licenciją, jeigu ji yra privaloma veiklai, kuriai vykdyti Pareiškėjas pageidauja įsigyti pajėgumus; 
  • Turėti SGD tiekimo šaltinį, pagrįstą ketinimų protokolais, kontrahentų rašytiniais patvirtinimais ir (ar) lygiaverčiais įrodymais dėl SGD pardavimo Pareiškėjui, kurių bendras kiekis yra ne mažesnis kaip prašomų Terminalo pajėgumų kiekis; 
  • Turėti pakankamas finansines galimybes ir (arba) numatytus finansavimo šaltinius SGD ir (ar) gamtinių dujų tiekimo grandinei, įskaitant naudojimąsi Terminalo pajėgumais, finansuoti; 
  • Būti sėkmingai atlikus Operatoriaus taikomą  Ūkio subjektų susijusių asmenų ir sandorių su susijusiomis šalimis vertinimo procedūrą (angl. Due diligence); 
  • Atitikti kitus teisės aktuose nustatytus reikalavimus Terminalo naudotojui, jeigu tokie yra nustatyti, taip pat laikytis pripažintų verslo etikos standartų. 

Dokumentai, kuriuos reikia pateikti

Together with the Application for Terminal Capacity, the Applicant must submit the following documents:

  • Copies of the legal entity’s registration certificate and Articles of Association (or other founding documents);
  • A copy of the natural gas supply licence, if such a licence is required for the activity for which the relevant Terminal capacities are being acquired;
  • Applicant-approved copies of signed letters of intent, written confirmations from counterparties, and/or equivalent evidence of LNG delivery to the Terminal by the Applicant and its selected LNG suppliers;
  • A written confirmation, signed by an authorised representative of the Applicant, stating that the origin of the planned LNG cargoes complies with legal requirements, including the requirement to supply LNG only from countries that do not pose a threat to the national security of the Republic of Lithuania;
  • The original document confirming the bid security, issued in the form specified by the Operator (Annex No. 8 of the Rules), for an amount not less than that calculated according to the relevant formula provided in the List of Terminal Service Prices and Formulas. This requirement does not apply to the designated supplier for capacities allocated to the Terminal’s mandatory quantity under the obligations set out in the Lithuanian LNG Terminal Law;
  • The desired preliminary Service Provision Schedule (Annex No. 5 of the Rules) (submitted as part of the annual Terminal capacity allocation procedure), indicating the preferred service dates, which are later refined when preparing Service Schedules, the precise annual and monthly LNG regasification and/or transfer quantities, and the planned number of cargoes; alternatively, Monthly Schedules (Annex No. 11 of the Rules);
  • Copies of the Applicant’s and its parent company’s (if applicable) consolidated financial statements for the past 3 years, or for the period since the Applicant’s or its parent company’s registration (if the company has operated for fewer than 3 financial years).
  • The Application for Terminal Capacity, along with the documents listed above, must be submitted to the Operator in writing at Burių g. 19, Klaipėda, LT-91003 (by registered mail or courier), by fax at +370 46 313142 or by email at [email protected]. In all cases, the original document confirming the bid security must be submitted. Applications submitted after the deadline, sent to an incorrect address, or failing to meet the requirements of the Rules — if deficiencies are not corrected (where correction is possible) — shall be rejected.

Contract conclusion procedure

  • Applicants whose Applications have been approved must sign the Terminal General Use Agreement, the Terminal User Agreement, and the Special Conditions according to the drafts provided by the Operator within 4 (four) calendar days from the date of their submission.
  • After the Terminal Capacity Allocation Procedure has ended, the agreements must be signed no later than the date specified in the Operator’s Invitation.
  • The draft agreements are provided together with the Operator’s decisions on the allocation of Terminal capacities to Terminal Users.
  • The Applicant has the right to refuse to sign the agreements only if, in accordance with the procedure set out in the Rules, the Applicant was not allocated all the Terminal capacities requested in the Application.
  • Amendments, approval, and entry into force of the General Conditions of the Terminal General Use Agreement and the General Conditions of the Terminal User Agreement shall follow the procedure set out in Clause 270 of the Rules.
  • If a Terminal User who is allocated Terminal capacities under the procedure set out in the Rules already has valid agreements with the Operator, the Operator prepares only the Special Conditions annex to the existing Terminal User Agreement and submits it to the Applicant for signing no later than 4 (four) calendar days after the decision on the allocation of such Terminal capacities.
  • The Terminal Use Agreement concluded between the Parties is valid for an indefinite period.
